Education and Career

Paul was born in 1969 and grew up in Pontsian just outside Llandysul in the County of Ceredigion. He attended Tregroes Primary School and Llandysul Grammar School and after obtaining A Levels at Newcastle Emlyn Comprehensive School, he joined Lloyds Bank in 1987.

He has been employed by Lloyds TSB since 1987 and before being elected to the National Assembly for Wales he was a Business Manager based in Haverfordwest helping to develop small businesses.

Political Career

In February 2000, Paul fought the Ceredigion Parliamentary by-election and improved the Conservative Party's position from fifth place in the previous Assembly election to third place and pushed Labour into fourth place.

He also fought the 2001 general election as the Parliamentary candidate for Ceredigion. In 2003, he fought Preseli Pembrokeshire in the Welsh Assembly election where he increased the share of the vote from 23% to 30%. He improved the Conservative Party's position from third to second place and only 1,326 votes behind Labour.

Paul has also held senior positions within the Conservative party in Mid and West Wales such as chairman of Ceredigion Conservative Association and deputy chairman of Mid and West Wales Conservatives.

Paul was elected as the Welsh Conservative Assembly Member for Preseli Pembrokeshire in May 2007, with 38.6% of the vote and a majority of 3,205.

After his initial election in 2007, Paul held the position of Shadow Minister for Culture, the Welsh Language and Sport, before in March 2009 being appointed Shadow Minister for Education and the Welsh Language.

The National Assembly Elections held on 5th May 2011 saw Paul re-elected as Assembly Member for Preseli Pembrokeshire, increasing his share of the vote to 42.4%. Shortly after the election, Paul was appointed as Interim Leader of the Welsh Conservative Assembly Group, a position he held until the appointment of Andrew RT Davies AM on 14th July 2011. One of Andrew’s first decisions as Leader was to appoint Paul as Deputy Leader of the Welsh Conservative Assembly Group, and in addition to make him Shadow Minister for Finance.

Paul was re-elected as Assembly Member for Preseli Pembrokeshire on 5th May 2016, increasing his majority to 3,930. Paul continued as Deputy Leader of the Welsh Conservative Group, Business Manager and Chief Whip. In addition, Paul was appointed as Welsh Conservative spokesperson on Rural Affairs.

Personal Life

Paul lives with his wife Julie in Blaenffos, North Pembrokeshire and they were married in September 2006. Paul has previously been a member of Boncath Community Council and was a school Governor for many years. His main interests outside Politics are rugby, reading and visiting historical attractions.

Ganwyd Paul ym 1969 ac fe'i magwyd ym Mhont-siân ger Llandysul yn Sir Ceredigion. Aeth i Ysgol Gynradd Tregroes ac Ysgol Ramadeg Llandysul ac ar ôl sefyll arholiadau Safon Uwch yn Ysgol Gyfun Castellnewydd Emlyn, ymunodd â Banc Lloyds ym 1987.

Cafodd ei gyflogi gan Lloyds TSB ers 1987 a chyn cael ei ethol i Gynulliad Cenedlaethol Cymru roedd yn Rheolwr Busnes yn Hwlffordd yn cynorthwyo i ddatblygu busnesau bach.

Gyrfa Wleidyddol

Ym mis Chwefror 2000, ymladdodd Paul isetholiad Seneddol Ceredigion a gwella safle'r Blaid Geidwadol o'r pumed safle yn etholiad blaenorol y Cynulliad i'r trydydd safle gan wthio Llafur i'r pedwerydd safle.

Ymladdodd etholiad cyffredinol 2001 hefyd fel ymgeisydd Seneddol dros Geredigion. Yn 2003, ymladdodd Preseli Sir Benfro yn etholiad Cynulliad Cymru lle cynyddodd y gyfran o'r bleidlais o 23% i 30%.

Cododd safle'r Blaid Geidwadol o'r trydydd i'r ail safle a dim ond 1,326 pleidlais y tu ôl i Lafur.

Mae Paul wedi cyflawni swyddi uwch yn y blaid Geidwadol yng Nghanolbarth a Gorllewin Cymru megis cadeirydd Cymdeithas Geidwadol Ceredigion ac is-gadeirydd Ceidwadwyr Canolbarth a Gorllewin Cymru.

Etholwyd Paul fel Aelod Cynulliad Ceidwadwyr Cymru dros Preseli Sir Benfro ym mis Mai 2007, gyda 38.6% o'r bleidlais a mwyafrif o 3,205.

Ar ôl ei ethol am y tro cyntaf yn 2007, bu Paul yn Weinidog yr Wrthblaid dros Ddiwylliant, y Gymraeg a Chwaraeon cyn cael ei benodi yn Weinidog yr Wrthblaid dros Addysg a'r Gymraeg ym mis Mawrth 2009.

Ail-etholwyd Paul yn Aelod Cynulliad dros Breseli Sir Benfro yn Etholiadau'r Cynulliad Cenedlaethol ar 5 Mai 2011, gan gynyddu ei gyfran o'r bleidlais i 42.4%. Yn fuan ar ôl yr etholiad, penodwyd Paul yn Arweinydd Dros Dro Grŵp Ceidwadwyr Cymru yn y Cynulliad, tan i Andrew RT Davies AC gael ei benodi ar 14 Gorffennaf 2011. Un o benderfyniadau cyntaf Andrew fel Arweinydd oedd penodi Paul yn Ddirprwy Arweinydd Grŵp Ceidwadwyr Cymru yn y Cynulliad a hefyd ei wneud yn Weinidog Cyllid yr Wrthblaid.

Bywyd Personol

Mae Paul yn byw gyda'i wraig Julie ym Mlaenffos, yng ngogledd Sir Benfro a phriododd y ddau ym mis Medi 2006. Yn y gorffennol bu Paul yn aelod o Gyngor Cymuned Boncath ac yn llywodraethwr Ysgol am nifer o flynyddoedd. Ei brif ddiddordebau heblaw gwleidyddiaeth yw rygbi, darllen ac ymweld ag atyniadau hanesyddol.
